Outline:
This course provides an introduction to food safety law and policy. It focuses on Chinese law and policy and also gives special attention to the international context. It will examine basic food safety legislation and basic World Trade Organization (WTO) agreements about food safety standards. Topics will be selected from the following:
● A road map of food safety law
● No country is an island: globalisation and law
● Food safety law in China: Making transnational law
● The 2009 China Food Safety Law and Implementing Regulations
● The United States Food Safety Modernization Act (2010)
● The European Union Food Law (2002)
● Research project: Small Workshops in China
● Research project: Food Safety Standards in China
● Food safety law in China: Reform and limits
● International Legal and Policy Framework: WTO Agreement on Sanitary andPhytosanitary Measures (SPS Agreement)
● International Legal and Policy Framework: WTO Agreement on Technical Barriers to Trade (TBT Agreement)
● Exporting Food Safety Standards through Consultations in WTO Dispute Settlement
● International Standards in WTO Dispute Settlement

Professor Francis Snyder is C.V. Starr Professor of Law, EU Jean Monnet Chair ad personam and Co-Director, Centre for Research on Transnational Law, Peking University School of Transnational Law; Visiting Professor at the College of Europe, Bruges, Belgium; Professor Emeritus of Public Law, CERIC, Aix-Marseille University, France. Formerly Centennial Professor London School of Economics; Fellow Institute of Advanced Study Berlin; Professor of EU Law and Dean of Law, European University Institute (EUI) Florence, Professor of EU Law University College London.
